Don't laugh ;), about ten years ago when Brisbane was in drought I was involved with emergency drought proofing projects which included many various schemes one of which the Gov Boffins thought was a good idea! although not an ice berg was awfully similar in many ways exception floatation and other environmental considerations- filling very large rubber envelope type devices in North Queensland with fresh water and then towing them down inside the Great Barrier Reef to Brisbane. Thankfully the Gov at the time stuck with building a desal and didn't do that one............

Oh yes I'll laugh - Because what man proposes, greater Power disposes - Yes, the drought problems in Oz are compounded by, if my memory serves me, around 90% of the water found underground in Oz is useless since it is supersaturated with Alkaline elements. Desal is ghastly expensive but in many cases necessary - Flash evaporation and Bromination come to mind...
 
Ah all good points, the desal employed was seawater desal for Brisbane - with all Australian capital cities now served by large seawater Desal plants.

As to underground water- you are thinking on the great artesian basin stretching up western NSW, in Oz the main issue id that most of the country does not have any underground water useable or not. The full picture differs thou greatly for region to region with some areas eg north Queensland and Tasmania with an abundance of water generally

Yes, I did think about the artesian basin - No, I purposely discounted N. Queensland since it rains more there...

For some years now they have been talking about installing a pipeline from Scotland down to the South to transfer surplus water in the Summer. How practical that is I do not know. We also need another pipeline to transfer surplus water from England during the Winter to alleviate the flooding. A lose, lose situation.
