Hi Paul,
We checked the link this morning - appears to be working as it should.
I personally downloaded and saved this particular file in September 2006, and was quite successful in downloading it again, today. I currently use Mozilla Firefox for my browser, but the previous download was done using MSIE.
Are you also experiencing this with other links on this site? If so, it could possibly be a setup item within your browser, or if you are attempting a download from a network (for instance ones place of employment) there may be administrator blocks preventing downloading.
