I would like to try for my licentiate diploma in performances. what are my needs in skill level for that level.

Well, what is your current level of musical education? Usually one needs to do an audition at an academic institution in order to be accepted into a program there, and also possibly some exams to find out your level in ear training, solfege and music history. But it would depend on which institution...

I would suggest contacting the institution you`re interested in attending, and finding out what the procedures are, and if there are any prerequisites.
