You have to include in a list like this Gary Moore. Anyone who has seen the nine minute film of him and BB King perform The Thrill is Gone would have to inclue him.

New, third millenium, Niagara Peninsula blues, and this guy doesn't know who Jimi Hendrix is.
Amos Garret isn't a blues player. He tunes his guitar with the three top strings loose, loose, loose,
so he can sound like his most famous solo in "Midnight at the Oasis" by Maria Muldaur.

There is a new millennium blues, and it touches each one of us,
it goes beyond paying your dues, burning your environment,
and when that cold rain rises up against your door,
"you've got me floating" won't sound so bon vivant.
